According to what information I have found in public item lookups, I've managed to locate a number of incomplete projects as well as the statistics on faction vessels which were complete and well into the game. I'm not sure however, the GMs and Moderators of Eve are aware of how much these public item lookup sites are though.
The stats found for the polaris frigates include a light shield, impossible tank armor and enough hull to outtank a titan (tons of 99% resistance and a shield recharge rate that is about as good as a constant shield booster). To top things off, with a powergrid and CPU that is bigger than anything I've run into in Eve, it has 1 medium and 1 high slot for fitting... But with the CPU and power, that one slot you could fit a titan superweapon on it.
In other words, "Don't Shoot The GM!"
Now, despite what the public think, they aren't Jove in any way. Polaris frigates (currently only frigates) are special craft for GMs and made for GMs only. They will never be given to public (it would be a dark day if they were) due to the incredible potential to be invincible in them.
However, Jovian technology... Thats another story.
According to tales and stories, the Jove are a mystery and a card that the Devs have yet to play. Item lookups show no results for "Jove" or "Jovian" tech other than skillbooks for frigates, cruisers, and battleships (if I remember right). This means that it is a project indeed and possibly means the Devs are looking into craft to fit into these books (rather than Polaris ships, which if looked up, you'll see there is only one skill book and that is given to the GM to train and use, hence not allowing others to be able to aquire the craft by any means should the rare happen).
Now, I took this info and thought back on the incomplete faction BPCs in the making which include the Mordus faction frigate and cruiser. Using the belief that objects planning to be released had BPCs made for them, I searched for blueprints. Lacking names, the only thing to look for was "blueprint"... Which gives you about 10,000 or so results.
However, I did spend about 4 hours looking through the blueprints. I found multiple results of "Jovian vessels" which I won't give names to for fear that I might have stumbled on something I wasn't suppose to see yet. However, in the results, were 5 or so frigates, a couple cruisers, and a battleship, all Jovian tier and tech and needed the respected Jove frigate/cruiser/battleship skill. Their stats were not setup like the Polaris frigates. These vessels were balanced out and had high resistance to ECM and enough medium slots to look VERY ideal for PvP or shield tankers. However, the Jove skill itself for any of them requires "Spaceship Command Level 5" before you can train it.
Other than that, the Jove ships were very well balanced and looked ideal to be in line for public release. My only guess is that the Jove race isn't complete yet (not finished making the ships), mainly if it is going to factor in with a new character selection (which I doubt, yet, you never know).
In the end, the result of this bit of info is,
"The Jovian vessels exsist. They just aren't done yet."
And you never know...
(Don't ask how or which item-lookup I used to find this info to see yourself, in regards to the safety of the Devs and their projects, I'm going to say you need to find out yourself.
To the GMs and Devs, if this material that shouldn't be public, you might want to look into exactly who can access the structure of Eve.)
